In the early 2000s, the people and property of the Jewish community in France were the target of repeated violence: physical attacks on rabbis and children wearing distinctive signs, burning of synagogues and Jewish schools.
Faced with this wave of anti-Semitism, concomitant with the second "Intifada" against Israel and minimized by the public authorities and the media, associations asked Sammy Ghozlan, former police commissioner and president of the CCJ of Seine Saint-Denis, to set up a structure to help and support the victims of anti-Jewish acts, particularly in their legal proceedings.
The National Office for Vigilance Against Antisemitism (BNVCA) was created in April 2002 on the basis of a team of competent and determined volunteers in the fight against anti-Semitism in all its forms .
The Bureau identifies anti-Semitic acts (more than 160 listed in 2015, give the figure for 2016?) and thus helps the public authorities to assess the level of anti-Semitism, it works closely with municipalities and elected officials, intervenes in school environment, it organizes regular colloquiums, enlightens public opinion through the media and defends a civic pedagogy of respect and tolerance. Alert launcher leader, it is now recognized within the community but also by the police and justice services as an organization on the front line in the constant fight against the perpetrators of anti-Semitic acts, anti-Jewish insults, verbal and physical violence, as well as targeted killings and terrorist attacks.Zero impunity for anti-Semites and propagandists of hatred of Israel
The BNVCA, only organization dedicated to the fight against anti-Semitism since its creation , uses all legal means to combat anti-Semitic acts, physical violence such as hate speech adorned in the guise of anti-Zionism which flourish on the Internet and social networks.
While the entire national community has been hit since January 2015, the people and property of the Jewish community remain prime targets for terrorists.
The BNVCA does not hesitate to seize the highest authorities of the State, as it did in 2015 for example with the Prime Minister and the Minister of the Interior in order to demand the banning of anti-Semitic, negationist and jihadists flooding the Net and social networks.
It works closely with the Ministry of Justice for the follow-up of its files, it maintains permanent contacts with the Prefects, the directors of the Police services, and the academic inspections of all the departments.
The National Bureau of Vigilance Against Antisemitism (BNVCA) was therefore created in 2002 by Sammy Ghozlan, president of CCJ 93 and honorary police commissioner,
From a legal point of view, the BNVCA is an association law of 1901 as defined in French law.
Its objective is the fight against the 3 consecutive levels of aggravation of the general and more particularly anti-Semitic threat in France, namely:
1. Palestine, Territory War
2. Islamism, religious war
3. Jihadism, war of civilization
It is through legal means that the BNVCA fights against any manifestation of anti-Semitism or incitement to hatred and acts of terrorism.
The BNVCA has continued to track down, identify, denounce, and bring before the courts those responsible for these disturbances to public order – whether serious or trivial.
Due to the legal culture of its Founding Members, the BNVCA has chosen as its means of struggle the legal arsenal made available to its citizens by French Democracy. It therefore brings any illegal action in the areas treated before the Courts of the Country, and this, in a systematic way.
The BNVCA maintains privileged contact with the highest political authorities in France to advocate the adoption of new laws aimed at better protecting French citizens against Palestinianism, Islamism and jihadism.
Through its mail and the alerts it receives from the field on a daily basis, the BNVCA constitutes a privileged observation post for anti-democratic and anti-Semitic acts in France. It has thus established itself, over the years, as a privileged channel of information for Press Agencies and Organs and journalists – all media combined, French and foreign.
The BNVCA disseminates its activity and the results of its activity via various channels such as:
- The publication of a paper newspaper "VIGILENCE" for the general public,
- The publication of regular and targeted press releases for the Press,
- The provision of interviews with national and international TV and radio journalists
- The organization of Colloquia and Conferences on current topics,
- The daily animation of a WEB site.
